Location: Texas Gulf Coast, Texas

The Center Director will plan, organize and direct USO operations in the Gulf Coast area, which includes the locations at the Gulfport-Biloxi International Airport and the Naval Construction Battalion Center Gulfport, providing quality programs and services to military personnel and their families in a fiscally responsible manner, and in a way that meets or exceeds the expectations of the communities we serve. Responsibilities/Duties

Program Planning and Execution: Plan and execute USO programs, events and activities; evaluate program service using the USO Standards of Excellence evaluation program and meet the needs of the local military community to include active duty; conduct periodic reviews of service member and family needs to make realistic assessment for the long term as well as ongoing revision, expansion, or introduction of programs and services.

Personnel Management: Provide leadership, guidance and support to manage all employees and conduct supporting personnel activities, to include recruitment, training, supervision, and appraisal meeting all legal requirements and in accordance with HR Policies.

Financial Operations: Develop financial resources through budget planning, grant/local support, fundraising/special events, etc. as appropriate with sensitivity to other local military organizations; conduct regular financial monitoring, analysis, and recordkeeping; prepare and submit consolidate financial operational and statistical reports as required by USO Arlington.

Development: Using the resources of the USO Development Department, provide advice, support and direction to the Advisory Council for whom fundraising is the key responsibility; recruit and develop donors of funds or in-kind support for programs and services establishing long-term partnerships with local donors and sponsors; exercise good stewardship of all funds raised keeping records of donor contacts and donations; work with USO Arlington and the Regional Office to ensure local commitments to partner-donors and sponsors and appropriate recognition/access to USO clientele are met and are in line with Development standards and procedures.

Marketing and Communications: In conjunction with USO Arlington, develop and manage an aggressive public affairs program to “brand” USO as the premier military support organization; represent the USO to the local officials, military commands, U.S. and State government officials, sponsors, and key personnel in the business community and to the other organizations, creating a favorable public image; encourage media coverage of USO Gulf Coast activities.

Advisory Council: Develop a local Advisory Council to assist with program direction and local fundraising; work with the USO Advisory Council in developing a team approach to USO plans, program, and fund-raising activities; provide administrative support to the Advisory Council and its committees by scheduling and coordinating Advisory Council meetings, and other administrative activities of the Advisory Council.

Volunteer Program Management: Recruit and maintain a local USO volunteer corps to assist with the USO center administration, delivery of other USO services, and participation in special events and activities; develop pro-bono relationships with professional specialists (e.g. lawyers, CPAs,); maintain volunteer contact database and accurate records of volunteer time; honor volunteers for their service through a recognition program, as appropriate. Required Qualifications

Must have a Bachelor's Degree.

Must be an experienced manager with strong financial and budgeting skills essential.

Must have previous supervisory experience (minimum 3-5 years).

Must have significant experience (at least 5 years) program management experience.

Must have excellent communication skills including writing, public speaking and interpersonal communication.

Must have excellent time management and organizational skills.

Must be proficient with Microsoft Office Suite.

Knowledge of the military and understanding their needs a distinct advantage.

Previous USO or other nonprofit related experience including program development and implementation an advantage. Prior experience developing donors and local sponsorships for an organization strongly desired.

Must be a strong advocate of the USO’s mission of supporting active military personnel and their families. Details

Preference will be given to local candidates within commuting distance to the location.
