Performs responsible supervisory work and detailed clerical duties to accomplish assigned work unit objectives efficiently and effectively within the limits of allocated resources. Work requires planning, organizing, guiding, controlling and evaluating work results of assigned employees and reporting results periodically. May supervise custodial personnel as assigned. Work is performed under general supervision with moderate latitude for the exercise of independent judgment within ! the limits of applicable statutes, rules, regulations, policie! s and procedures.

General Duties:
Performs direct supervision of employees. Exercises fraud prevention and detection. Detects areas where improvement is needed and devises training programs; and ensures uniform application of policies and procedures by checking monthly logs, reports and bank records. Conducts required performance observations. Observes employee’s initiative, alertness, safety precautions, courtesy, and public relations with complainants, officials, and members of the general public; and makes corrections as necessary. Conducts complaint investigations and administrative inquiries.
Monitors employees for quality of performance in driver license office operations, fraudulent document detection, interview and action taken, vehicle operation, court work, and adherence to policies, procedures and regula! tions. Observes conduct and appearance of employees; inspects equipment, uniforms, footwear, etc; checks condition of assigned automotive equipment; makes corrections and directs improvement as required; issues replacement items when necessary; and directs employees in job related personal safety habits when necessary.
Analyzes workloads and plans employee work schedules; approves requests for vacations, compensatory leave, sick time, Worker’s Compensation, and FMLA, etc.; maintains records of time accrued and taken.
Maintains a positive and exemplary illustration of leadership, thoughtful and willing relationship with supervisors in the chain of command and represents the Division in a positive manner.
Provides classroom instruction and closely supervises on-the-job training. Conducts specialized training programs. Conducts meetings with assigned personnel to coordinate work efforts. Instructs and explains new and/or changed procedures, policies and legal int! erpretations.
Initiates action to fill vacancies for non-commission! ed positions, tests non-commissioned applicants, checks qualifications and is responsible for thorough background investigations of applicants; serves on interview boards and provides recommendations on applicant acceptability.
Instructs in DPS Recruit School; performs as instructor in various Department in-service training schools and outside schools; attends seminars and training schools; and actively contributes to recruiting efforts.
Locates and surveys available office facilities; prepares layout requirements and submits recommendations for new office facilities.
Oversees and maintains assigned office(s) and equipment. Ensures equipment is properly maintained and inventoried; approves requests for necessary repairs; maintains office supplies and orders replacements and materials as necessary. Inspects and supervises maintenance of assigned fleet vehicles.
Evaluates incidents involving Department vehicles; investigates circumstances of incidents and pers! onnel involved; prepares reports and recommends appropriate action.
Checks on case preparation and quality of investigations; reviews contested cases and performs studies of lost cases to determine causes.
Promotes and provides exceptional customer service to the general public and answers inquiries pertaining to law, policy or procedures. Maintains liaison and promotes public relations with industry, city, county and state officials, judges, prosecutors, etc.; and promotes public relations with the general public through personal appearances, speeches, participation in safety programs, etc.
Reviews and analyzes reports, case summary sheets, activity summaries, etc., reviews, checks accuracy, and approves employee expense accounts. Performs office and administrative tasks in support of normal job functions; maintains reports and files; prepares periodic activity summaries, reports, etc., evaluates, coaches, and counsels personnel, and prepares employee performan! ce reports; performs research and prepares special reports as required;! assists in the preparation and monitoring of area operating budget; attends staff meetings; performs the duties of immediate supervisor as assigned during periods of absence; and serves on various committees and boards as assigned.
Consults with Division managers regarding various aspects of training and its results. Plans, designs and develops methods to assess and evaluate the effectiveness of training.
May check and approve utility vouchers.
Performs other duties as assigned.

Education and Experience:
Graduation from an accredited four-year college or university with courses in business management, personnel administration, or a related field plus progressively responsible work experience (two [2] years or more) in office management and personnel administration OR graduation from a standard senior high school or the equivalent and six (6) or more years work experience in office management and personnel administration involving direct supe! rvision. Any combination of education and work experience that meets basic qualifications is acceptable.
Preferred: (Two [2] or more) years of technical work experience involving driver license laws, rules and regulations and conducting driver license skills testing or issuing driver licenses and identification cards.

Considerable knowledge of driver license and identification issuance/statutes and procedures.

Considerable knowledge of court demeanor and procedures.

Considerable knowledge of traffic and criminal laws and administrative regulations.

Considerable knowledge of the applicable laws, regulations, policies, and procedures pertaining to other Services of the Department.

Knowledge of the license issuance process including use of current computer operating systems.

Skill in writing and public speaking.

Ability to instruct, plan, assign, and review work of assigned employees.

Ability to! analyze situations requiring disciplinary action and plan courses of a! ction.

Ability to train others in administrative procedures.

Ability to establish and maintain effective working relationships with assigned employees, other agency personnel, and the general public.

Ability to prepare and review reports.

Ability to advise superiors.

Ability to understand and execute oral and written instructions.

Ability to effectively communicate oral and written instructions to assigned employees.

Ability to use, observe, discuss, and train employees in the proper use of basic license issuance tools such as the DL System, printers, digital imaging equipment, telephones, facsimile machines, and other related equipment.

Ability to take command in emergency and disaster situations or in the absence of the Field Program Supervisor.

Ability to remain objective and exercise good judgment in decision making.

Ability to conduct accurate, thorough and complete quality invest! igations such as applicant, background, driver and administrative investigations.

Ability to assess and analyze the training needs of employees specific to the quality of service provided to Driver License customers.

Ability to motivate and educate employees on the application of customer service standards and work effectively with internal and external customers.

Ability to build customer and employee relationships effectively.

Ability to communicate and interact effectively with a wide variety of people with different socioeconomic status, educational levels, interests and emotional conditions during the communicating and service needs that include occasional confrontational conditions and tension in customers.

Supplemental information:
DPS employee who is selected for a position in their current salary group and state title will be transferred with no salary change (ex: Customer Service Rep II in DLD who moves to a ! Customer Service Rep II in RSD).

DPS employee who is selected ! for a position in their current salary group with a new state title may receive an increase up to 3.4%.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.

Must have a valid driver license from state of residence.
