Housing and Community Development Coordinator [United States]


 

Characteristics of the Class: Under executive direction, performs complex analytical studies of public housing program planning, development, and evaluation procedures. Incumbent assists in policy and procedures development and implementation of the annual Agency Plan. Will also work closely with Resident Advisory Councils and Senior Staff. Work is reviewed for fulfillment of goals, program effectiveness, and soundness of judgment.


Examples of Duties / Knowledge & Skills

  • Consults with, advises, and makes recommendations to the Senior Staff and designees regarding policies and Standards; evaluates Authority programs and recommends program improvements.
  • Analyzes and assists in the development and submission of the Agency Plan application to the Department of Housing and Urban Development; monitors regulations and Housing Authority policies and procedures; evaluates the effectiveness of same.

    Prepares proposals and modifies long-range housing programs; prepares special reports for submission to the Board of Commissioners.
  • Serves as Liaison for the Strategic Development and Community Engagement Departments to assist with training and planning activities.
  • Complies, analyzes, evaluates, and monitors changes to HUD regulations and guidelines, other legislation, and court decisions; prepares written recommendations regarding same.
  • Reviews and researches public and governmental inquires and prepares responses.
  • Performs other related duties as assigned.

Minimum qualifications & Requirements

Minimum Requirements:

Graduation from an accredited college or university with a Bachelor's Degree in Business or Public Administration, Urban Planning, or closely related field, supplemented by five (5) years of professional level experience that includes the preparation of written reports in two of the following areas: management analysis, program auditing, or staff development; or an equivalent combination of training and experience.

EXAMINATION

Applicants must pass each phase of the testing process with a rate of 80% or higher to be placed on the "Certified List". Generation of a Certified List does not mean that there are any vacant and available positions at this time. The Certified List will be available for not less than 6 consecutive calendar months.

  • HACLA retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years.
    • For Classic members, the pension formula is 2.7% at 55 with members contributing 8% of their wages towards their retirement.
    • For PEPRA members, the pension formula is 2% at 62, with members contributing 7% of their wages towards their retirement.
    • CalPERS will make the determination regarding the type of membership for which the eligible employee will qualify.
  • General Leave/Holidays/PTO:
  • Annual leave accruals vary, depending upon the type of job/position (membership in employee organizational group) and years of service. Length of service increases accrual rates by employee organizational group when service requirements are met.
