Summary

Responsible for directing the Corporate Employee Relations team and ensuring compliance with Company policies and procedures via interpretation and communication to company employees and managers by the Corporate Employee Relations department. Evaluate and respond to new and changing federal, state, local, and administrative regulations. Interface with regulators, senior management, internal and external auditors and business line managers in response to relevant inquiries and requests. Coordinate and communicate appropriate training and awareness programs for Company business areas. Monitor compliance with internal policies. Serve as a central point of contact for Training and Human Resources regarding legal, compliance, and regulatory issues.

Principal Responsibilities

Direct Corporate Employee Relations staff to ensure that internal fact finding investigations are conducted according to internal protocols and standards. Oversee all high-level and escalated good faith fact-finding investigations.

Oversee advice and recommendations on employment matters being dispensed by the department, ensuring compliance to Company policies and procedures by staff members as well as the global workforce.

Partner with HR Administration and Compliance department in response to employment complaints and litigation.

Oversee the handling of Compliance Hotline reports and fraud issues, with respect to employee relations matters.

Handle low level settlement negotiations involving attorney demand letters, Ministry of Labor, or Human Resources related matters.

Partner with management of newly acquired companies as acquisitions occur to ensure seamless integration of Company policies and procedures.

Participate in the establishment of global policies and processes aimed at effective operations and risk management. Communicate new regional policies where possible, ensuring appropriate implementation of policies at site locations and corporate offices.

Manage the completion of audits, evaluate controls, identify weaknesses, and review work papers. Communicate all findings to management and assist members of the Human Resources organization in managing the audit staff and developing the annual audit plan.

Conduct compliance reviews, perform follow-up with business areas, documenting recommendations, and ensuring compliance with recommendations, in alignment with applicable laws and regulations.

Manage any adverse impact issues discovered for Affirmative Action (AA) and Equal Employment Opportunity (EEO) purposes.

Lead data reviews and analysis for Office of Federal Contract Compliance Program (OFCCP) audits.

Conduct site mock audits to ensure compliance with all regulatory agencies and Company requirements.

Prepare and submit required reports for compliance with Regulatory Agencies.

Oversee the creation and maintenance of annual Affirmative Action Plans (AAP) for United States sites.

Communicate Affirmative Action and Equal Employment Opportunity policy statements to sites.

Identify need for, and deliver training for applicant tracking and Affirmative Action and Equal Employment Opportunity policies and procedures.

Assist Department of Labor (DOL) HR Advisor and attorneys assigned to Wage & Hour investigations.

Work with Sr. Managers, Corporate Human Resources and Legal Counsel to address DOL FLSA/ wage and hour or other regulatory agency related compliance issues.

Define scope of internal audits to be performed by team members.

Identify and develop goals and objectives for the department. Provide monthly report of department goals, objectives and standings to the VP, Regional Human Resources.

Communicate and enforce new and existing employment regulations.

Review and ensure appropriate selection criteria is used for reductions in force, prior to the preparation of separation agreements to be sent to the field.

Oversee compliance with employee relations training initiatives including identification of department, global, and site specific training needs, and development and facilitation of training programs (in person, online, and via telephone).

Travel to domestic and global field locations as required in order to conduct fact finding investigations, audits, and general field visits.

Raise escalated issues to VP, Regional Human Resources when appropriate.

Responsible for respective department's overall performance and for motivating team to exceed department goals and objectives.

Knowledge, understanding, compliance, and enforcement of all applicable Federal, State, Provincial, and Local laws and regulations relating to job duties.

Knowledge, understanding, and compliance with Company policies and procedures.

Participation in Company Programs must meet minimum performance standards.

Accountable for all decisions, actions, and directives with respect to job responsibilities.

Responsible for progressive discipline with regards to attendance, performance and all aspects of company policy up to and including termination.

Follow up in a timely manner to ensure customer satisfaction.

Provide feedback to management concerning possible problems or areas of improvement.

Make recommendations to implement improved processes.

Perform other duties as assigned by management.

Qualifications

Bachelor's Degree or equivalent in work experience.

5 years of related/management experience required. 10+ years of related/management experience preferred.

Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred.

Excellent Microsoft Office computer skills including Word, Excel, and Access. SAP experience preferred.

Ability to maintain the highest level of confidentiality.

Ability to use independent judgment.

Thorough knowledge of federal and state employment laws and regulations. Knowledge of international employment laws and regulations preferred.

Ability to speak /present in front of employees, management, senior management and vendors.

Success in decision making and adherence to scheduled deadlines.

Ability to define problems, collect data, establish facts, and draw valid conclusions.

Ability to prioritize and work in a multi-tasked environment.

Ability to adapt to a flexible schedule.

Excellent interpersonal, written, and oral communication skills.
