Provides intensive supervision and case management services to sexually violent predators that have been Civilly Committed to an outpatient sex offender treatment prog! ram under the Health and Safety Code, Chapter 841. Conducts monitoring and surveillance on clients through global positioning satellite tracking and/or electronic monitoring. Coordinates services for clients that have been civilly committed and enforces all conditions and terms of the civil commitment. Provides comprehensive coordination and dissemination of information concerning the functions of the program to public entities. Coordinates with multiple agencies regarding the treatment and supervision of clients. Work is performed with limited supervision with extensive latitude for the use of initiative and independent judgment. Performs other job related duties as assigned.

Essential Job Functions:
(80%) Conduct interviews with clients that have been committed to the outpatient sexually violent predator treatment program, and ensures compliance with all court commitment orders. Prepares reports as required, investigates violations of the order of comm! itment and takes appropriate action for non-compliance. Comple! tes required forms within specific time frames. Provides monitoring and surveillance on clients that are tracked by Global Positioning Satellite Systems. Makes recommendations regarding civil commitment status. Collaborates with other professionals involved with the client. Coordinates interagency case management. Conducts field visits to client's location, including home residence. Coordinates with halfway house staff. Documents all contacts with clients or collateral contacts related to the client utilizing a database, and all pertinent facts and events concerning the client. Documents referrals, correspondence, and any and all other pertinent information. Assists clients with referrals, including sex offender treatment and medical or mental health treatment. Prepares legal documents and other reports for judges, attorneys and the court system. Provides testimony in court as needed. Conducts substance abuse testing. Assists in the training of contractors that provide serv! ices to civilly committed clients. Conducts investigations on residence plans and coordinates schedule activities for clients. Coordinates with the prosecution unit and monitors pending civil commitment trials and providing testimony when required. Performs as liaison for the civil commitment program. Must be available 24 hours a day, 7 days a week to provide oversight to the civil commitment of sexually violent predators.

(10%) Assists in interpreting state statutes, rules and regulations. Assists in composing policy and procedure, and rule revision regarding the civil commitment program. Disseminates public information about the program, and provides training when required. Promotes human resource development through on-going training and trains new contracted treatment providers.

(5%) Assists with the completion of program analysis, special reports and briefing materials for presentation at board meetings.

(5%) Research and compose information ! to be placed on the Internet web page relating to the civil commitment ! program. Performs additional duties as assigned at the request of the Executive Director or the Board.

Knowledge Skills Abilities:
Knowledge of probation or parole supervision techniques and guidelines
Knowledge of sex offenders, violent offenders and psychopaths
Knowledge of sexual violence, sexual assault cycles and behavioral profiling
Knowledge of sexual assault victim and survival issues
Knowledge of sexual offender laws including but not limited to laws pertaining to the registration and child safety zones
Knowledge of sex offender counseling, global positioning satellites and/or electronic monitoring
Knowledge of the principles and practices of public administration
Knowledge in preparing/planning and coordinating meetings and trainings
Knowledge in composing and developing rules, procedures and policies
Skill in coordinating case management services
Skill in gathering, assembling, correlating, and analyzing! facts and devising solutions to administrative problems
Skill in dealing with sex offenders and violent offenders
Skill in dealing with Mental Health Professionals and Courts
Skill in conducting interviews
Ability to organize and complete work in a timely fashion
Ability to work productively and cooperatively with various professional disciplines, advisory committees, and board members in the criminal justice arena and express ideas clearly and concisely
Ability to communicate effectively both verbally and in writing, and to use word processing skills
Ability to prepare comprehensive and accurate reports, and to work effectively with a variety of individuals and groups
Ability to interpret state statutes, rules and regulations
Ability to testify in Civil, Administrative, and District Courts
Ability to conduct and/or review complaints regarding violations
Ability to work independently with extensive latitude for independent judgme! nt
Ability to meet strict guidelines and work on multiple projects ! with rapidly changing priorities

Registration or Licensure Requirements:
Bachelor's Degree in Criminal Justice or a directly related field from an accredited college or university

Initial Selection Criteria:
Knowledge of probation or parole supervision. Knowledge of global positioning satellite tracking, sexual assault, sexual offending cycles, and behavior profiling. Knowledge of sex offenders laws and coordinating case management services. Experience testifying in civil, administrative, and/or district court.
