The position provides project specific leadership and management for procurement of engineered equipment, subcontracts, professional services, and commodities on large power projects throughout North America utilizing an EPC or fast track delivery approach. This position manages a staff of procurement and purchasing agents interfacing with engineering management and design professionals, negotiat! ing with equipment vendors, subcontractors and service provide! rs, consulting with corporate attorneys and senior management. Long-term relocation and short-term field assignments are a requirement of this position.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but is not necessarily limited to the following:

  • Represent company in negotiating contracts and formulating policies with suppliers.
  • Direct and coordinate activities of personnel engaged in buying materials, equipment, machinery and supplies.
  • Interview and hire staff, oversee staff training.
  • Locate vendors of materials, equipment or supplies and evaluate suppliers.
  • Prepare and process requisitions and purchase orders for supplies and equipment.
  • Develop and implement purchasing and contract management instructions, policies and procedures.
  • Maintain records of goods ordered and received.
  • Participate in the development of specifications for equipment, produces or substitute materials.
  • Analyze ! market and delivery systems to assess present and future material availability.
  • Resolve vendor or contractor grievances, and claims against suppliers.
  • Provide project specific leadership and management for the procurement of engineered equipment, subcontract work, professional services, and commodities on large power projects throughout North America.
  • Prepare/issue Request for Proposals (RFP’s) and evaluate vendor/subcontractor proposals to identify vendors/subcontractors who meet project constraints of budget and schedule.
  • Negotiate commercial terms and conditions with equipment and material vendors and subcontractors, consulting with corporate attorneys and senior management to minimize project and corporate risk while maintaining commercial competitiveness.
  • Communicate and enforce procurement procedures to project team.
  • Provide training and conduct procurement related audits to ensure procedures are followed.
  • Implements project mobilization activities including office set-up, ! site general arrangement, etc.
  • Oversees project support responsibilities such as site security, recycling, temporary fencing, jobsite signage, dumpsters, trailer and dry-shack setup, etc.
  • Implements grid system, mapping and operation for Laydown yards and throughout the project.
  • Oversees all aspects of proper material receiving and control until project equipment and materials are issued for construction.
  • Responsible for projections, financial planning, expediting, deliver schedules and project purchasing reporting.
  • Long Term relocation and short-term field assignments will be required.

COMPUTER SKILLS
Must be proficient in Microsoft Office (Power Point, Word, Excel) and have a general knowledge of database utilization.
EDUCATION and/or EXPERIENCE
Must have a BA/BS in business, engineering or equivalent degree and/or a minimum of 5 years experience in engineering and/or construction. Possess knowledge of engineered equipment procurement common in the power industry.
