Position Overview:
The Director of Finance is one of f ive positions constituting the senior management team , and is responsible for all finance, accounting , and treasury functions for New Hope Housing, Inc. and its subsid iary and affiliated companies. The Finance Department currently consists of the Director of Finance, one full-time Staff Accountant, one full-time Accounting Clerk, and a part-time contract Bookkeeper. In addition to financial oversight, the DOF is responsible for the Human Resources f! unction for the organization.

The Director of Finance! report s to the Executive Director, and works closely with the ED, other management staff, and the board treasurer and finance committee to develop New Hope’s short and long term financial goals and objectives . In consultation with the ED, t he DOF assesses funding opportunities and alternatives, performs ongoing financial analysis of the company’s assets, liabilities, cash flow, and expenses , and provides regular updat es to the ED and governing Board of Directors. The DOF is the primary point of contact with the organization’s external auditors, coordinates the annual audit, resolves any resulting issues in consultation with the ED, and ensures that all tax filings a nd other regulatory reporting are completed in a timely manner .

Duties and Responsibilities :
General Accounting:

  • Direct day to day accounting functions, including accounts payable, cash receipts, payroll and general ledger
  • Cash flow management
  • Manage banking relationships for properties, including coordination of credit/debit card processing
  • Prepare interim financial statements by entity and consolidated for management, investors and lenders
  • Administrator of accounting software
  • Oversee GL setup of onsite property management software
  • Manage insurance coverages and renewals
Budgeting:
  • Prepare annual operating budgets for each property, the corporate office and resident services
  • Provide specialized budgets to Director of Fund Development as needed for grant applications
  • Prepare development budgets and operating proformas for tax credit applications
Audit & Tax:
  • Primary point of contact for external audit and tax accountants
  • Coordinate annual consolidated financial audits, including single audits when required
  • Coordinate single entity audits for tax credit projects
  • Coordina! te cost certification for tax credit projects
  • Direct and revie! w annual 990 filings for non-profit entities
  • Review partnershi p returns prior to submission to investor
Financing:
  • Primary point of con tact for banking relationships
  • Prepar e financial material for tax credit applications and investor materials for syndication of tax credits
  • Review partnership documents, construction loan documents and City of Houston forgivable loan documents prior to closings
  • Prepare construction loan draws and City of Houston draws
  • Coordinate Federal Home Loan Bank closings and draws
Closings:
  • Drive closing process by coordinating calls, reviewing documents, tracking checklists
  • Participate in negotiations with consultants, contractors, investors and lenders
  • Prepare due diligence materials for investors and lenders
  • Ensure proper insurance is in place and documented
  • Primary point of contact for attorneys and title! company
  • Coordinate and attend closings
Development:
  • Prepare development budgets and operating proformas for tax credit applications
  • Develop proforma models for varying housing types
  • Research and analyze funding types and sources
Human Resources:
  • Develop HR policies and procedures
  • Manage personnel files and audit for completeness
  • Advise management on personnel issues, ensuring consistency across the organization
  • Coordinate employee orientation
  • Manage employee benefits including negotiations with insurance companies and coordinating open enrollment meetings
Minimum Requirements
Mini mum 5 years of relevant finance, accounting , and treasury experience involving detailed financial analysis, reporting, report preparation and auditing. Experience in real estate management and /or development is highly valued .

Education
Undergr! aduate degree in accounting or its equivalent is required ; CPA or MBA ! preferred.

Essential Physical Functions

May lift files and reports weighing 10 lbs. or more on a regular basis.

Equipment Used

Computer ; position requires a high proficiency in financial database management, financial reporting systems, accounts receivables, accounts payable, Microsoft Office.
