Under general direction and supervision by the Planning Director, the purpose of the position is to assist in the management of the operations and professional planning re! sponsibilities of the Planning Department. Position is responsible for assisting in personnel management, budgeting, development review and comprehensive planning. This position is responsible for working closely with elected and appointed officials, other city departments, public agencies, developers and the public to secure current and future development in meeting quality standards established by the City. Performs related work as required.
Duties and Responsibilities/Knowledge, Skills, Abilities and Behaviors:
ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Provide timely, accurate and thorough performance evaluations for supervised employees. 2. Assists Director of Planning with current and long-range planning duties, and is primary backup position to the Director of Planning. 3. Supervises professional, technical and clerical personnel; supervisory duties including instructing, assigning, reviewing and planning work of others; monitoring standards; coordina! ting activities. 4. Assist the Director of Planning in allocat! ing personnel; and recommending employee transfers, promotions, and salary increases as appropriate. 5. Oversees Planning Division’s day-to-day operation, as well as administrative duties. 6. Provides backup for and direction to planning managers with all current planning cases and development issues and with all long-range planning studies and special projects. 7. Provides planning and development expertise to other departments, Historic Preservation Advisory Board, Tax Increment Reinvestment Zone Boards, Planning and Zoning Commission and City Council. 8. Recommends or participates in developing regulations and standard practices for community development. 9. Assists in developing, implementing, and monitoring Planning Department budget. 10. Oversees calendar/agenda for City Council, Planning and Zoning Commission, and Historic Preservation Advisory Board cases. Presents reports to Tax Increment Reinvestment Zone Boards, Historic Preservation Advisory Board, Planning an! d Zoning Commission and City Council. 11. Guides and advises staff with reports and reviews upon completion. 12. Reviews State statutes for local government responsibilities regarding land development issues to insure proper processes are being followed by the City, and discusses with the City Attorney as needed. 13. Routinely attends City Council, Planning and Zoning Commission, Historic Preservation Advisory Board and Tax Increment Reinvestment Zone Board meetings. Responds to questions from members providing sound professional judgment. 14. Oversees the follow-through for City Council, Board and Commission decisions, assuring cases are completed and forwarded to Building Inspections. 15. Ensures compliance of plans with Zoning and Subdivision Ordinances, related City Ordinances and State Law. 16. Propose revisions to ordinances as needed to implement development, according to the vision of the City Council. 17. Assists in determining and implementing long-range planning ! tasks. 18. Assists the Executive Director of Development Services with ! major ordinance updates and projects. 19. Represents the City on multi-agency committees. Attends professional conferences and seminars. 20. Interprets the Comprehensive Plan and applies its goals, policies, and objectives through the Department’s activities. 21. Comply with all written City policies and procedures. 22. Adhere to assigned work schedule as outlined in City and department attendance policies and procedures. KNOWLEDGE, SKILLS, ABILITIES, AND BEHAVIORS 1. Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. 2. Requires the ability to apply principles of persuasion and/or influence over others in a managerial capacity. 3. Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential func! tions. 4. Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information. 5. Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs. 6. Requires the ability to develop spatial data analysis using GIS software. 7. Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. 8. Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable. 9. Requires the ability to perform simple movements requiring moderate coordinat! ion, such as those required to operate office equipment or computer equ! ipment. Requires the ability to perform semi-skilled coordinated movements, such as those required to operate motor vehicles. 10. Requires the ability to work in a team environment; contribute as a team member and treat co-workers, subordinates and customers with respect. 11. Requires the ability to build professional relationships with internal staff and customers. 12. Requires the ability to offer flexibility and adaptability, especially during times of change. 13. Requires the ability to communicate effectively both orally and in writing with citizens and elected and appointed officials. 14. Must be able to communicate in a pleasant positive tone that instills confidence in the listener that the speaker is knowledgeable. Ability to synthesize complex issues into a few brief statements. Required to be friendly and outgoing as a representative of the City of McKinney.
Minimum Requirements:
Bachelor’s degree in Planning, Geography, or closely related f! ield and six (6) years previous experience and/or training involving the review and development of planning recommendations; OR Master’s degree in Planning, Geography, or closely related field and three (3) years previous experience and/or training involving the review and development of planning recommendations. Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements. PREFERRED QUALIFICATIONS Master’s degree in Planning, Geography, or closely related field. AICP certification.
Physical Demands/Supplemental:
PHYSICAL DEMANDS Tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (25 pounds). Tasks may involve extended periods of time at a keyboard or work station. Some tasks req! uire visual and sound perception and discrimination and oral communicat! ions ability. WORK ENVIRONMENT Tasks are generally performed without exposure to adverse environmental conditions.
