Description: ONE Gas is presently looking of Manager, Government Affairs right now, this occupation will be placed in Texas. Provides support to current assets and future growth projects as the primary political liaison with legislators, local officials, various state agencies and Company executives and leaders; including coordinating and managing contract public relations firms when applicable. Advance the mission of the ONE Gas Employee PAC through regular meetings with PAC members and employee groups, developing and presenting donation budgets and actively engaging in the business of the PAC. Detailed Description
Develop and administer strategic governmental affairs programs through meetings with top executive! s and managers.

Establish and maintain positive worki! ng relationships with legislators, governing officials, and staffs.

Monitor pending and proposed legislation; evaluate its impact on company operations. Develop and recommend strategies to ensure favorable outcomes. Draft language and/or revisions to new and pending bills.

Participate as needed in regular meetings, including hearings, be prepared to make contact with state or federal agencies to address issues that arise. Actively engage in making contacts and keeping key public officials informed. Provide frequent reports to executive management regarding feedback received from customers, elected officials and others.

Hire and manage the relationships with contract lobbyists as warranted.

Analyze, interpret and negotiate language changes as required of governmental documents and/or actions including but not limited to:

Legislative bills
Joint and concurrent resolutions
House and senate rules
Regulatory commission ord! ers, rules, and regulations
State statutes

Analyze and interpret financial and/or statistical information surrounding issues such as:

Taxes and tariffs
Worker's compensation/unemployment compensation
Voting records/trends

Provide information and/or assistance to legislators, lobbyists, regulatory staffs, legal counsel, and senior management regarding pending and proposed legislation. Define and communicate company's legislative position to designated legislative contacts system wide.

Advise and inform legislators and governmental officials regarding potential weaknesses and/or merits of individual bills.

Maintain up-to-date information on activities of legislators; recommend contributions on their behalf from company's political action committee.

Regular and reliable attendance is required in performance of job.

Employee may be required to perform additional duties as assigned.
Job Requirements Bachelor's degree in political science, public relations, other rela! ted field, or an equivalent combination of formal education and the following job-related experience:

Experience with and thorough knowledge of political process at state level.

Thorough knowledge of company organizational structure and operations.

Knowledge of the natural gas distribution business, including utility customer service and billing programs and state ethics laws related to government affairs activities;

Application of math and basic algebraic formulas.

Experience monitoring and assessing proposed and pending legislation and developing effective strategies.

Experience in use and function of tools and equipment applicable to position including computer applications.

Experience with and training related to:
State legislative tracking systems
Regulatory commission rules and regulations
Political action committees
Communications skills
State Ethics laws and proposed rule chang! es

Experience interacting, negotiating, advising, and communicating effectively.

Experience speaking extemporaneously and from prepared material.

Demonstrated ability to direct and/or supervise. Knowledge of personnel policies and procedures.

Experience researching and composing proposed legislative proposals, reports, and correspondence.

Experience reviewing, interpreting and negotiating language changes as required of financial and statistical data, reports, governmental rules and regulations, bills and resolutions, journals, attorneys' opinions, statutes, and correspondence.

Demonstrated ability to read and write fluently in English.
Additional Details

CERTIFICATION/LICENSING :
Registered lobbyist as required by current ethics laws.

Applicable driver's license. Requires travel to other company offices and legislative facilities.

PHYSICAL REQUIREMENTS :
Mobility to t! ravel in and around office facilities and to locations both in state an! d out of state.

COMMUNICATION REQUIREMENTS :
Communicate and/or exchange information and conduct oral presentations.

VISUAL REQUIREMENTS :
Sufficient to perform job duties.
