The Planner/Engineer will provide expertise in the field of comprehensive planning in order to assist the TMC and member institutions with the development ! of strategic analysis for portfolio and location specific requirements. Leverage expertise in communicating planning methodologies and experience with Geographic Information Systems (GIS) software functionality and analytical capabilities. Employ experience with representational mediums to produce materials that communicate the analysis performed. Work with member institutions, external representatives and peers to develop strategic analysis supporting short and long term area development plans and installation development plans, assist with installations to solve problems at the installation-level, analyze the GIS using publically available data, produce computer 3D models that illustrate complex and innovative planning ideas and concepts, develop presentations in order to clearly communicate analysis, perform online research in order to understand regional planning and development around TMC campus and surrounding area, organize and facilitate internal meetings, and prepa! re written materials summarizing key points and presenting ide! as for both electronic and oral presentations.
DUTIES AND RESPONSIBILITIES:
Will research and analyze planning and zoning activities for consistency with TMC covenants and contracts, city and state statutes, and the overall comprehensive plan for the campus and surrounding area;
Will review information, identify pertinent project areas for investigation and/or make recommendations for future planning needs either independently or as part of a team;
Interpret and evaluate planning and planning-related ordinances and laws and advise of their impact;
At all times will maintain a customer focus; emphasizes usability in all actions; uses and promotes dialogue and feedback among all stakeholders and constituents;
Assist with processing applications and meeting planning requirements;
Ensure application responses are properly and timely communicated;
Conduct research, collect and analyze various data to produ! ce accurate and logical reports;
Coordinate and interact directly with the TMC community, which may also include surrounding property owners, developers, architects, builders, attorneys and others, providing guidance and interpretations of ordinance standards and project time frames;
Will work closely with local, State and Federal agencies on joint programs or areas of mutual concern;
Perform routine office tasks in designated program areas, including data entry and data management;
Develop and maintain automated tracking systems, hard copy files and records;
Provide technical assistance and information to staff and external stakeholders in the administration of specific planning programs, areas or ordinances;
Research and compile information on a variety of planning issues from multiple sources;
Attend council meetings and public meetings as appropriate.
Required Skills
WORK EXPERIENCE:!
Five (5)+ years of progressively responsible experience in compreh! ensive urban planning, transportation planning, zoning administration or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Required Experience
EDUCATION/QUALIFICATIONS:
BA or BS degree in Urban and Regional Planning, Landscape Architecture, Urban Design, Urban Studies, City Planning, Transportation Planning, Public Administration or a related field;
Extensive experience with Geographic Information Systems (GIS)
Exceptional project management capabilities; ability to manage multiple tasks and projects without adverse impact to quality, delivery or schedule
Five (5) years of planning experience;
Experience with planning graphics;
Possession of excellent oral and written communication ability combined with extraordinary presentation skills;
General understanding of growth management;
Proven knowledge of methods and techniq! ues for research and technical report preparation and presentation on information related to urban growth and development
Working knowledge of modern principles and terms used in general and applied planning, development regulations, land use theory, and comprehensive planning and zoning requirements
Knowledge of architecture and landscaping design; building codes; budgeting procedures
Must possess strong inter-personal relationship skills
Problem-solving skills to gather relevant information to solve vaguely defined practical problems
Ability to work on several projects or issues simultaneously
Ability to work independently or in a team environment as needed
OTHER/PREFERRED:
Experience with commercial development or government consulting
Master’s degree in City Planning, Public Administration or related field
A working knowledge of State growth management legislation
Oral! communication and interpersonal skills to explain rules and procedures! clearly to a range of interested (and sometimes not so interested) parties
PTP certification or AICP Certified Transportation Planner a huge plus!
