This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "SeniorÂ" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the jo! b.

MAJOR DUTIES: SUPERVISORY CONTRACT SPECIALIST

  • Plans, organizes, and directs the activities of Acquisition and exercises supervisory personnel management responsibilities of Acquisition; e xercises managerial authority to set long-range plans, goals, and objectives that integrate higher level policies with Division needs; provides subordinate staff with direction and advice regarding policies, procedures, and guidelines
  • Serves as lead warranted contracting officer with unlimited warrant; s erves as contracting officer with unlimite d signatory authority for multiple significant programs characterized by large funding levels and a commitment period extending over a long period of time (approximated five years); and the magnitude and terms of the contract substantially impact the economic well-being of a company or subsidiary of a corporation

  • Ensures contracting actions taken meet regulatory compliance, cust! omer needs, and are in line with overall mission and goals established for the Division; r eviews mission objectives, procedures, and organization design to ensure that Acquisition is in the best position to meet regulatory, mission, and customer objectives; organizes and assigns work such that the experience, training, and abilities of the staff are effectively utilized to meet the customer and regulatory requirements
  • Represents Acquisition with a variety of organizations; e stablishes, develops, and maintains effective working relationships with high-ranking military and civilian customers, senior acquisition approval officials, business and industry representatives, allied organizations such as financial management, staff judge advocate, etc., customer organizations, and counterparts at higher headquarters or other agencies
  • Complies with safety, health, and security requirements and directives; r eports work-related personal injuries and government prop! erty damage to higher management
ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
  • NOTE* Applicant! s must meet the basic requirements as defined in 10 USC 1724 (a)(3) and! (c) and as stated in this announcement.
Basic Requirements: Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current members of the armed forces (that self-nominate prior to retirement/separation), and Current DoD employees are exempt from the basic requirements if: - Served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; - Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or! as a member of the armed forces in a similar occupation specialty or is in the contingency contracting force.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS, APPLICANTS MUST ALSO POSSESS THE FOLLOWING:

MINIMUM QUALIFICATIONS:
SPECIALIZED EXPERIENCE: Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Examples of creditable experience include: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies! , or procedures; (6) formulating and administering policies and procedu! res to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties may have included awarding of contracts within delegated contracting authority. Extensive judgment and originality in structuring the contract; decisions are accepted as authoritative and serve as the basis for committing the agency or activity. Results of the work are normally accepted without change. Uses ingenuity and originality in interpreting, applying, and deviating from established procedures or techniques for the purpose of establishing negotiation strategies or positions, and for reaching settlement agreements. Provides advice and guidance on contracting matters to project managers and contracting officers. The work affects numerous subordinates in improving responsiveness to customer. Note: Creditable experience may include previous military! experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of contract negation, administration, and price/cost analysis principles, policies, procedures, and technical requirements applicable to pre-award and post-award actions for a variety of contracts, and to properly apply funding rules associated with the obligations of multiple types of appropriations .

2. Knowledge of a wide range of business practices and market conditions a pplicable to program and technical requirements.

3. Knowledge of the methods off fact-finding, analysis, and resolution of complex problems; analytical skill sufficient to evaluate reports, regulations, and processes to provide expert advice and develop/implement gui! dance; and the ability to develop concrete action plans to solve proble! ms .

4. Knowledge of supervisory regulations, policies, and requirements, as well as the principles and practices of team building to plan, organize, mentor, motivate, and appraise the staff of an organization; and communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.

5. Knowledge of security practices for ensuring the safeguarding of classified information.

6. Extensive planning, coordinating, and organizing skills and ability to establish working relationships with all internal and external customers and private industry.

ADDITIONAL CONDITIONS OF EMPLOYMENT :
1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET ( TS ) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. 3. Employee serves as an unlimited warranted contracting officer and must complete required forms in accordance with the provisions of the Federal Procurement Policy Act (41 USC 432).

4. This position is Acquisition Category C, Level 3 and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.

5. Incumbent is required to complete "Public Financial Disclosure Report" pursuant to Title I of the ethics in Government Act of 1978.

6. Incumbent must meet Continuing Acquisition Education requirements.

7. Incumbent may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

8. Incumbent may be required to work overtime.
