Note “As per client request we need only Born US citizens" DESCRIPTION OF SERVICES The Department of Information Resources (DIR) requires the services of one Business Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Business Analyst 3 Category, Emerging Technology Type and the specifications outlined in this document for the Office of the Attorney General Administrative and Legal Divisions (OAG-AL). All work products resulting from the project shall be considered “works made for hire! †and are the property of the OAG-AL. OAG-AL may include pre! -selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. OAG-AL will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
bull A certain degree of creativity and latitude is required. bull Act as a liaison among stakeholders in order to elicit, analyze, communicate and validate requirements for changes to business processes, policies and information systems. bull Actively question and challenge customers to understand their requirements and design optimal solutions. bull Assist in deployment and management of end-user reporting tools and platforms.
bull Assist with business warehouseintelligence support and enhancements. bull Be a key liaison with business users and technical teams and will be responsible for translating business requirements into technical requirements. bull Be a quantitative leader in the IT organizati! on, helping to inform new metrics, which drive the business forward in ways that are consistent with project goals. bull Deliver clear written and oral communication with analysts, IT and internal customer teams.
bull Develops request(s) for proposal (RFP). bull Document and provide knowledge transfer to the rest of the Enterprise Reporting Team for all solutions. bull Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. bull Familiar with industry standard (including Legacy, Core, and Emerging technologies), business process mapping, and reengineering.
bull Familiar with relational database concepts, and client-server concepts. bull Formulates systems to parallel overall business strategies. bull Has knowledge of commonly-used concepts, practices, and procedures within the particular field. bull Help the business users understand their current systems processes! and take ownership of their work.
bull Interact with cross-fu! nctional teams to deliver project requirements within committed time frames. bull Negotiate customer priorities and workload with many internal customers and team members. bull Performs a variety of tasks. bull Prepare and document Functional and Technical Specifications for reporting and data warehouse work.
bull Prepares solution options, risk identification, and financial analyses such as costbenefit, ROI, buybuild, etc. bull Provide clarity and guidance when working with developers to solve technical and analytical issues. bull Relies on limited experience and judgment to plan and accomplish goals. bull Reviews analyzes, and evaluates business systems and user needs.
bull Understand how various issues affect each other, impacts to other departments and the expected outcome of projects. bull Understands business problems and opportunities in the context of the requirements and recommends solutions that enable the organization to achieve its goals. bull ! Work with IT and business project teams to understand reporting and data warehousing requirements and propose solutions. bull Works under general supervision typically reports to a project leader or manager.
bull Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs. WORKER SKILLS AND QUALIFICATIONS Minimum Requirements Years SkillsExperience 4 Working knowledge of full life cycle of software development. 4 Exposure to iterative software development environment (e.g.
Agile Methodology) 3 As a Business Analyst on IT projects dealing with multiple, complex process areas and bu! siness groups. 3 Working knowledge of Office Professional Plus 2010 (Ex! cel, PowerPoint, Word, and Outlook). 3 Experience developing project plans, process flow diagrams, use case, currentfuture state diagrams, functional and technical requirements. 3 Understanding of basic business systems architectures (e.g.
ClientServer, distributed, and E-Commerce). 3 Experienced in both the IT and Business side of solution delivery. 2 Experience as a Salesforce Administrator. Preferences Years SkillsExperience 1 Experience with Atlassian Confluence, Atlassian JIRA, Microsoft Project and Microsoft Visio.
